POSITION OVERVIEW:

The IT Cybersecurity Manager is responsible for overseeing and leading the cybersecurity team, as well as the network operations team, in implementing and maintaining a robust security architecture and network infrastructure across all IT environments. This role includes managing day-to-day cybersecurity and network operations, developing, and enforcing security and network policies, and ensuring that all IT assets, systems, networks, and data are adequately protected and efficiently managed. The manager will be pivotal in guiding the organization through cybersecurity initiatives, network improvements, risk assessments, and ensuring compliance with industry standards.

SUPERVISORY RESPONSIBILITY:

Responsible for directly supervising cybersecurity analysts, network engineers, and other related personnel.

  • Lead and mentor the cybersecurity and network teams, setting clear expectations and providing ongoing training and development.
  • Direct the daily operations of the cybersecurity and network teams, ensuring timely and effective response to security incidents and network issues.
  • Communicate cybersecurity and network project statuses, risks, and issues to the VP of IT and other stakeholders in a comprehensive manner.
  • Manage staffing needs, including interviewing, selecting, training, evaluating, and if necessary, disciplining team members.
  • Design, implement, and manage an adaptive security and network architecture that includes network segmentation, identity and access management, continuous monitoring, threat detection, and network optimization.
  • Develop and maintain detailed cybersecurity and network documentation, including policies, procedures, and incident response plans.
  • Collaborate with IT teams to integrate security and network controls into system designs and infrastructure.
  • Conduct regular security and network assessments and audits to ensure compliance with internal and external regulations.
  • Oversee the implementation of data and network protection measures, including encryption, data loss prevention, secure data storage, and network security controls.
  • Manage the deployment and maintenance of security and network tools and technologies to protect the organization’s digital and network assets.
  • Ensure that disaster recovery and business continuity plans include robust security and network controls and are regularly tested.
  • Maintain a comprehensive understanding of current cybersecurity and network threats and apply this knowledge to enhance security and network postures.
  • Provide cybersecurity training and awareness programs to employees to help them recognize and prevent security threats.
  • Create and distribute security bulletins, newsletters, and other materials to keep staff informed about the latest security trends and best practices.

Required Qualifications:

  • Bachelor’s degree in Information Technology, Cybersecurity, Networking, or a related field, with a minimum of five years of experience in cybersecurity and network management; OR equivalent professional experience.
  • In-depth knowledge of cybersecurity frameworks, particularly those aligned with the Open Group standards.
  • Strong experience with secure network architecture, access control models, identity management systems, and network infrastructure.
  • Proven experience in managing multi-faceted IT teams, including both cybersecurity and network professionals.
  • Ability to effectively communicate complex security and network concepts to technical and non-technical audiences.
  • Ability to effectively present information in one-on-one and small group situations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.

Preferred Qualifications:

  • Relevant certifications such as CISSP, CISM, CCNA, or equivalent are preferred.

This position can be considered for an alternate work location for no more than one day per week.

Must be 21 and older and have the ability to obtain and retain a Washington State Class III Gaming License; successfully pass a pre-employment drug screen.

Summary Information

This is a high-level Senior Cybersecurity managerial position responsible for overseeing the Judiciary's Cybersecurity posture. The role involves supporting current and future security infrastructure and services while safeguarding data and documents at rest and in transit. The position requires 24/7/365 support, including on-call for all Cybersecurity and non-cybersecurity incident support calls.   • Active involvement in the development of Judiciary applications, services, or vendor procurements by reviewing and placing a Cybersecurity wrapper around those products and services while being procured and after procurement, Cybersecurity support of such products and services.
  • Provides outside-the-box Cybersecurity thinking regarding all aspects of Cybersecurity for the Judiciary’s data and services.
  • Performs strategic 3–5-year planning for all Cybersecurity infrastructure and authors strategic planning documents for Senior leadership.
  • Enlists in auto-generated emails, alerts, and discussions about the current Threat landscape with Federal, State, and Local agencies, including CISA, CERT, and ISAC.
  • Routinely schedules and coordinates Cybersecurity assessments from Federal agencies such as but not limited to CISA, DHS, and the Pennsylvania State Police.
  • Manages and maintains all Cloud or on-prem DDoS solutions and services ensuring these services provide protection to the Judiciary.
  • Serves as a liaison to the UJSNet network telecommunications vendors and coordinates Cybersecurity configurations or discussions pertaining to aspects of Cybersecurity around their services and products.
  • Manages, maintains, and upgrades all on-prem security appliances and infrastructure, ensuring all services and physical infrastructure are protected from Cybersecurity threats externally and internally.
  • Holds monthly Cybersecurity meetings with the Appellate Courts and Judiciary staff and develops a monthly Cybersecurity agenda.
  • Participates in Cybersecurity awareness and the development of the quarterly AOPC Cybersecurity newsletter.
  • Develops a relationship with State and Federal Cybersecurity agencies and receives alerts on the current Threat landscape for additional services on the Judiciary’s behalf.

Required Qualifications

  • Bachelor’s degree with an IT-related major PLUS
  • Five years of professional experience in IT security
  • An equivalent combination of education, experience, and/or training may be considered.
  • Satisfactory criminal background check required.
  • Excellent communication and writing skills are required to develop Standard Operation Procedures and Risk Management documents.
  • Exhibit expert analytical skills and comprehensive knowledge of best practices to mitigate a variety of Cybersecurity threats.

Salary Information

  • Starting Annual Salary: $102,348 - $122,999
